"Allah does not want destruction of the creation"

Ibn Salah al-Shafi'ie says:

ان الاصل هو ابقاء الكفار وتقريرهم، لأن الله تعالى ما اراد افناء الخلق ولا خلقهم ليقتلوا، وانما أبيح قتلهم لعارض ضرر وجد منهم، لا ان ذلك جزاء لهم على كفرهم فان دار الدنيا ليست دار جزاء، بل الجزاء في الآخرة. فاذا دخلوا في الذمة والتزموا احكامنا انتفعنا بهم في المعاش في الدنيا وعمارتها، فلم يبق لنا أرب في قتلهم، وحسابهم على الله تعالى، ولأنهم اذا مكنوا من المقام في دار الاسلام وبما شاهدوا بدائع صنع الله في فطرته وبدائع حكمته في خليقته.. واذا الامر بهذه المثابة لم يجز ان يقال: ان القتل اصلهم

ENGLISH:

"The original ruling is preservation of kuffaar and and letting them live. Because Allahu Ta'ala does not want destruction of the creation and neither he created them to be killed. Killing them is only allowed in order to neutralize their harm, not because it's a punishment for their disbelief. This world is not the place of judgement/punishment, but the place of punishment is in the Hereafter."

"De fundamentele principe is dat de kuffaar in leven gelaten moeten worden en mogen leven, want Allah wenst geen vernietiging voor de schepping en noch schiep Hij hun voor vernietiging. Het doden van hun is slecht om hun schade tegen te houden, en niet omdat het een straf is voor hun kufr! Deze wereld is niet de plaats voor straf/berechting, maar de plaats voor straf is in het hiernamaals".
