"We are not allowed to fight and expel them"

Ibn Qudamah said:

وفي المغني لابن قدامة 9/199: إذا دخل حربي دار الإسلام بغير أمان نظرت، فإن كان معه متاع يبيعه في دار الإسلام، وقد جرت العادة بدخولهم إلينا تجاراً بغير أمان، لم يعرض لهم،

ENGLISH:

"If a disbeliever enters Dār al-Islām without having any covenant, if he is carrying with him goods for sale in Dār al-Islām, and other merchants come with him without taking any covenant (physical or verbal from the Muslims), we are not allowed to fight and expel them".

“Als een harbi het land van Islam intreedt zonder een verbond – en hij is gekomen om goederen te verkopen in de landen van Islaam – en andere handelaren komen met hem mee zonder een verbond te sluiten, dan is het NIET toegestaan voor ons om hun te doden of hun te verdrijven".
