Hafiz Ibn al-Qayyim said:

من أفتى الناس وليس بأهل للفتوى، فهو آثم عاص، ومن أقره من ولاة الأمور على ذلك فهو آثم أيضا.

ENGLISH:

“Whoever issues a verdict to the people, whilst he is not qualified to do so (laysa bi ahlil fatwa), then he is sinful and disobedient, and whoever establishes him as a Mufti from the leaders, then he is also sinful".

NEDERLANDS:

"Degene die fatawa geeft aan de mensen terwijl hij daartoe niet gekwalificeerd is behoort tot de zondaren en ongehoorzamen. En gezaghebbers die hem als een Mufti aanstellen zijn ook zondaren".
